It is doubtful Russia has plans to capture a heavily fortified city. The US has nuked Japan just because they did not want to fight in densely populated area. Russia is more humane than that, so a siege is likely if it comes to that at all. So Ukrainian military equipment and conscripts would bring more use if they used at the battlefront.
